　　為了進一步加強和規(guī)范我校食品衛(wèi)生安全工作，確保學(xué)生的身體健康和生命安全 ，針對當(dāng)前小賣部存在的問題，根據(jù)上級有關(guān)文件精神，嚴(yán)禁學(xué)校小賣部銷售“三無”食品，尤其像肋條等這樣的三無食品。

　　一、學(xué)校小賣部銷售的商品在食品采購過程中必須向供貨單位索取生產(chǎn)許可證(食品流通許可證)、質(zhì)量檢驗報告和正規(guī)票據(jù)(批發(fā)單位的“一票通”)，食品、飲料應(yīng)符合食品安全標(biāo)準(zhǔn)。要建立進貨臺帳，如實記錄食品的名稱、規(guī)格、數(shù)量、生產(chǎn)批號、保質(zhì)期、供貨者(購貨者)名稱及聯(lián)系方式和進貨(銷售)日期等內(nèi)容，或者保留載有相關(guān)信息的進貨(銷售)票據(jù)。記錄臺帳、票據(jù)的保存期限不得少于一年。定期向?qū)W校報告食品安全情況，接受學(xué)校監(jiān)督，質(zhì)量有保證，責(zé)任可追究。

　　二、學(xué)校小賣部經(jīng)營的食品必須分類、分架、隔墻、離地存放，定期檢查，及時處理變質(zhì)或過期的食品，并做好待銷食品檢查記錄，銷毀記錄，對銷毀的食品予以拍照留存。不得銷售《食品安全法》、《安徽省實施(食品安全法)辦法》規(guī)定嚴(yán)禁銷售的食品，特別是要關(guān)注不得銷售以下食品：

　　1.超保質(zhì)期的食品和飲料。

　　2.無生產(chǎn)日期、無廠名廠址、無保質(zhì)期的“三無食品”。

　　3.無“QS”標(biāo)識的各類食品。

　　4.無證無照食品加工場生產(chǎn)的散裝食品。

　　三、為確保各中小學(xué)師生的人身健康和生命安全，學(xué)校或工商部門發(fā)現(xiàn)有經(jīng)營腐爛變質(zhì)、過期食品，三無產(chǎn)品，假冒偽劣商品，以及其他涉及食品安全的依法予以處罰;情節(jié)嚴(yán)重的，依法移交司法機關(guān)追究刑事責(zé)任。

　　“三無產(chǎn)品”一般是指無生產(chǎn)日期、無質(zhì)量合格證以及無生產(chǎn)廠家、來路不明的產(chǎn)品。《中華人民共和國產(chǎn)品質(zhì)量法》規(guī)定必須有中文廠名、中文廠址、電話、許可證號、產(chǎn)品標(biāo)志、生產(chǎn)日期、中文產(chǎn)品說明書、如有必要時還需要有限定性或提示性說明等等，凡是缺少的均視為不合格產(chǎn)品。上述要求缺少其中之一，均可視為“三無產(chǎn)品”。

　　而民以食為天， “三無”食品在食品質(zhì)量和衛(wèi)生方面都存在嚴(yán)重的安全隱患，吃“三無”食品輕則引發(fā)腸炎等疾病，不利于身體生長發(fā)育，重則引發(fā)集體中毒乃至死亡案件。例如：

　　1. 不合格的膨化食品、腌制和油炸食品衛(wèi)生指標(biāo)中的菌落數(shù)、大腸菌群、過氧化值指標(biāo)超標(biāo)，還能產(chǎn)生亞硝胺、鉛等致癌物質(zhì)，食用會導(dǎo)致胃腸不適、腹瀉并損害肝臟。

　　2. 果凍、糖精、飲料、巧克力、方便面、罐頭和泡泡糖等兒童不宜多吃，在這類小食品中大多加入了防腐劑、色素、甜味劑等添加劑，食用過量會對中樞神經(jīng)系統(tǒng)造成危害。

　　3. 不合格果脯、蜜餞中甜蜜素超標(biāo)，不合格烤魚片、牛肉干等食品中大腸菌群和菌落總數(shù)超標(biāo)。

　　4. 防腐劑含有大量亞硝酸銀，過量攝入亞硝酸銀會導(dǎo)致肝臟受損，嚴(yán)重的導(dǎo)致肝功能衰竭。腎臟過濾血液中的廢物，攝入過量有害物會嚴(yán)重?fù)p害腎功能。有些食品添加劑含有生長激素，少量攝入會導(dǎo)致兒童發(fā)育不正常，出現(xiàn)“肢端肥大癥”、“肥胖癥”、“巨人癥”等;過量攝入會抑制兒童生長，使兒童停止發(fā)育出現(xiàn)“侏儒癥”。所以說“三無食品”危害極大，尤其是對學(xué)生。

　　為了珍惜生命、關(guān)愛健康，必須從我做起、從現(xiàn)在做起，積極拒絕抵制“三無”食品。作為。。學(xué)校的一名學(xué)生，我們保證如下：

　　1、養(yǎng)成少買零食、少吃零食的好習(xí)慣。

　　2、盡量到熟悉、可靠的商店定點購買食品，遠離流動攤點。

　　3、購買食品時，要選擇信譽好、質(zhì)量穩(wěn)定的知名品牌;要注意查看產(chǎn)品包裝上的廠名、廠址、食品生產(chǎn)日期和保質(zhì)期，拒絕購買“三無”產(chǎn)品;要檢查食品和合格證明、所含的營養(yǎng)成分、色澤新鮮程度;要注意質(zhì)價相符，對超低價格的小食品不要購買，要注重檢查該食品的商標(biāo)標(biāo)志。

　　Second, the supplier provides the copy of business license with official seal stamped to the buyer.

　　Third, the supplier provides the copy of the technical spec of the products with official seal stamped to the buyer.

　　Fourth, the supplier ensures that the products comply with the official quality standard and is responsible for product quality, if necessary provide the necessary quality information, such as the inspection report and other relevant information.

　　Fifth, the supplier ensures that the packaging and registered trademark of the products match the relevant state regulation.

　　Sixth, the storage and safekeeping condition is indicated on the product package, to ensure the product quality the buyer has to strictly follow it, or is responsible for the caused quality problem.

　　Seventh, consumer complains due to the product quality problems, the supplier should actively cooperate to properly resolve it. If it is indeed the responsibility of supplier, the supplier shall bear full responsibility and expense.

　　Eighth, the treatment of the quality dispute:

　　The buyer should strictly observe the technical standards shipped with the supplier products for inspection, ensure fair and science testing. The remaining samples fail to pass the examination should be kept for one week.

　　If it is indeed the quality problem of the supplier products, our company bears the loss caused by the using of the products.

　　In case of the indeed quality problem of the supplier products, the buyer and seller negotiate to deal with the unused products.

　　Ninth, the product guarantee since both sides sign a supply contract and delivery occurs, terminates at the same time as the business ends.

　　做好食品安全監(jiān)管工作是我們學(xué)校和家長們義不容辭的責(zé)任，是時代賦予的神圣職責(zé)。食品安全監(jiān)管工作的其中一個組成部分，就是校園周邊的以學(xué)生為消費主體的食品消費安全。在我校校園周邊食品安全存在三個重要隱患：一是校園周邊的流動食品攤販;二是校園周邊固定鋪面銷售的不合格商品，包括食品、玩具、文具、刮刮彩等;三是學(xué)生或家長駐留買東西，造成交通擁堵，存在極大的安全隱患。 為保障廣大學(xué)生食品消費安全，防范食品安全事件的發(fā)生，今年全省食品安全整治百日行動特別對學(xué)校周邊流動攤販經(jīng)營過期、變質(zhì)、“三無”等偽劣食品等違法行為進行嚴(yán)厲打擊，成效是顯著的。“三無食品”一般是指無生產(chǎn)日期、無質(zhì)量合格證(或生產(chǎn)許可證)以及無生產(chǎn)廠名的食品。食用了這一類食品，吃過后輕則腹痛，重則嘔吐、腹瀉、以至食物中毒。這是多么可怕!但在校園周邊，一些針對中小學(xué)生為主要銷售對象的流動攤販仍屢禁不止，所售食品達不到基本衛(wèi)生要求，給廣大學(xué)生的身體健康帶來了極大隱患，成為老師和家長們的一塊心病。 根據(jù)上級的要求，針對我校周邊存在的流動食品、餐飲攤販突出問題，將集中力量開展整治，打擊違法經(jīng)營行為，為青少年的健康成長營造良好的食品安全環(huán)境。但流動商販的游擊戰(zhàn)，使工商部門和城管執(zhí)法部門陷入了“執(zhí)法部門一來流動攤販就跑，一走又回來”的尷尬境地。長期的校園周邊環(huán)境整治工作的經(jīng)驗教訓(xùn)告訴我們，僅僅憑借行政職能部門的力量是不夠的，還需要社會力量的支持，特別是學(xué)校、家長們的大力支持，以及學(xué)生們的自覺遵守。 為此，我校向廣大家長們和同學(xué)們提出如下倡議：
