　　There are two main reasons, internal and external, to illustrate the limitations that charities only can concentrate on domestic needs. First, many charitable organizations’ aiding ranges are limited by their size. Being unfamiliar with the foreign situations and incapable of keeping track of how the aid in needed might be two typical problems to give international aid for many charitable organizations. Second, besides size, laws and policies are also inevitable factors that affect the scope of aid. The difference of political system and diplomatic policy both are vital restrictions for many charitable organizations.

　　Nevertheless, some people believe that charitable organizations should give priority to helping people who are in the greatest need, even though many of them live aboard. It seems this belief reflects the true charity, which aims to aid people regardless of their races and nationalities. In addition, people are living in an stage of economic and cultural globalization. The development of unstable countries is highly associated with the progress of developed countries. Namely, humanistic cares can also bring co-prosperity.

　　In conclusion, national boundaries should not stop charities from helping those in need. True charitable aid should be need-based rather than nationality-based. Thus, charitable organizations need seek their aiding objects worldwide, some is due to humanistic cares, much is due to co-prosperity.
