英語演講中英文版：開幕式上的致辭
女士們、先生們，
Ladies and Gentlemen,
人人得享人權(quán)，這是中國政府和人民不懈奮斗的目標(biāo)。新中國成立以來，中國人民在中國共產(chǎn)黨的領(lǐng)導(dǎo)下，上下求索，創(chuàng)造了人類歷史上的發(fā)展奇跡，開辟了現(xiàn)代化的東方路徑。
Human rights for all is what the Chinese government and people have been striving for. Since the founding of the People’s Republic of China, under the leadership of the CPC and through unremitting efforts, the Chinese people have scored unprecedented achievements in human history and blazed an oriental pathway toward modernization.
中國解決了13億多人的溫飽，減少了8億多貧困人口，為7.7億人提供了就業(yè)，建成世界最大規(guī)模的教育體系、最大規(guī)模的社保體系、最大規(guī)模的基層民主選舉體系，譜寫了中國人權(quán)進(jìn)步的歷史篇章，拓寬了國際人權(quán)保障的現(xiàn)實(shí)方案。
China has managed to meet the basic living needs of its 1.3 billion-plus people, lifted more than 800 million people out of poverty, and created 770 million jobs. We have put in place the world’s largest education system, social welfare system and community-level democratic election system, making historic progress in human rights development in China. China’s endeavors have also provided new viable solutions to challenges in the protection of human rights worldwide.
中國的實(shí)踐表明：人權(quán)保障并非只有一種途徑，各國都可以根據(jù)自己的國情和人民需要，找到適合自己的人權(quán)保障模式。中國人權(quán)事業(yè)取得舉世矚目的成就，關(guān)鍵是我們堅(jiān)定不移走中國特色人權(quán)發(fā)展道路。
China’s experience shows that human rights can be protected in more than one way. Countries can find their own models of human rights protection in light of their national conditions and people’s needs. The key factor contributing to China’s remarkable achievements in its human rights endeavors is its firm commitment to a human rights development path with Chinese characteristics.
——這是一條以國情為基礎(chǔ)的道路。實(shí)踐出真知。中國人權(quán)發(fā)展道路根植于5020xx年的文化傳統(tǒng)，源自于近代以來170多年的艱辛探索，歸功于新中國成立68年，特別是改革開放近40年來的偉大實(shí)踐。我們堅(jiān)持人權(quán)的普遍性與特殊性相結(jié)合，堅(jiān)持民主和民生相促進(jìn)，堅(jiān)持和平與發(fā)展相協(xié)調(diào)，找到了一條具有中國特色的人權(quán)發(fā)展道路。
– This is a path based on China’s reality. Experience is the mother of wisdom. China’s human rights development path is rooted in China’s 5000-year history and culture, inspired by our exploration and hard work of more than 170 years since modern times and underpinned by the great practice of the past 68 years since the founding of the People’s Republic, especially the great practice of reform and opening-up over the past four decades. By integrating the universal principles of human rights with China’s specific conditions, promoting mutually reinforcing progress in democracy and people’s well-being, and upholding peace and development in a holistic way, we have blazed a path of human rights development with Chinese characteristics.
——這是一條以人民為中心的道路。人權(quán)之本在人，民主之義在民。中國人權(quán)發(fā)展道路始終以人民的利益為出發(fā)點(diǎn)和落腳點(diǎn)。我們堅(jiān)持人民當(dāng)家作主，發(fā)展社會(huì)主義協(xié)商民主，健全民主制度，豐富民主形式，拓寬民主渠道。我們堅(jiān)持人民主體地位，增進(jìn)人民福祉，促進(jìn)人的全面發(fā)展、全體人民共同富裕。中國的人權(quán)狀況如何，中國人民最有發(fā)言權(quán)。
– This is a people-centered path. As human rights and democracy are all about the people, the ultimate goal of this path is to serve the interests of the Chinese people. By upholding the people’s role as masters of the state and developing socialist consultative democracy, we have worked to improve democracy, diversify its forms and expand its channels. By ensuring the principal status of our people, we have worked to enhance their well-being and promote well-rounded human development and common prosperity for everyone. The Chinese people know the best about China’s human rights situation and are in the best position to decide on China’s path of human rights development.
——這是一條以發(fā)展為要?jiǎng)?wù)的道路。發(fā)展是硬道理。我們堅(jiān)定不移貫徹創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的發(fā)展理念，不斷壯大經(jīng)濟(jì)實(shí)力。我們?nèi)ν七M(jìn)就業(yè)、醫(yī)療、教育、社保等民生工程，保證人民在共建共享發(fā)展中有更多獲得感。我們切實(shí)落實(shí)《2030年可持續(xù)發(fā)展議程》，致力于消除貧困，不讓一個(gè)人掉隊(duì)。我們堅(jiān)持同世界分享自身發(fā)展經(jīng)驗(yàn)和機(jī)遇，為世界人權(quán)事業(yè)做出更大貢獻(xiàn)，讓中國夢與世界夢聯(lián)接在一起。
– This is a path where development is a top priority. We believe that development is what matters. We have pursued innovation-driven, coordinated, green, open and inclusive development to build up China’s economic strength. We have made every effort to advance people’s well-being in employment, health care, education and social security so that our people have a greater sense of fulfillment as they contribute to and gain from development. In the earnest implementation of the United Nations 2030 Agenda for Sustainable Development, we are committed to leaving no one behind in our endeavor of poverty eradication. By sharing with the world China’s development experience and opportunities, we are connecting the Chinese dream with the dream of the world, making even more contribution to the human rights cause of the world.
——這是一條以法治為準(zhǔn)繩的道路。“法為治之端。”我們不斷完善以憲法為核心的中國特色社會(huì)主義法律體系，堅(jiān)持法治國家、法治政府、法治社會(huì)一體建設(shè)。我們?nèi)嫱七M(jìn)以司法責(zé)任制改革為核心的司法體制改革，努力讓公平正義的陽光照亮每個(gè)角落。我們堅(jiān)定捍衛(wèi)以《聯(lián)合國憲章》為核心的國際法基本準(zhǔn)則，倡導(dǎo)大小國家一律平等，反對人權(quán)政治化和“雙重標(biāo)準(zhǔn)”，維護(hù)國際公平正義。
– This is a path guided by the rule of law. As a Chinese adage goes, “Law is the very foundation of governance.” We have worked to improve the socialist system of laws with Chinese characteristics, at the heart of which is the Constitution, and to promote the integrated development of rule of law for the country, the government and society. We have pressed ahead with the judicial system reform, centering around the judicial accountability reform to make fairness and justice prevail. In safeguarding international fairness and justice, China firmly upholds the basic principles of international law with the United Nations Charterat its core. We believe that all countries are equal regardless of their size, and we reject the politicization of human rights or the practice of double standards in the protection of human rights.
——這是一條以開放為動(dòng)力的道路。改革開放是當(dāng)代中國最鮮明的特征。我們始終是世界多極化、經(jīng)濟(jì)全球化和文明多樣化的支持者、推動(dòng)者。我們秉持開放包容姿態(tài)，從中華文明中汲取智慧，從世界文化中博采眾長，不僵化、不照搬，不斷完善自身發(fā)展。我們尊重各國自主選擇的發(fā)展道路和人權(quán)保障模式，主張?jiān)谄降群拖嗷プ鹬氐幕A(chǔ)上開展對話，交流互鑒，共同進(jìn)步。
– This is a path where opening-up is the driving force for growth. Reform and opening-up is the most distinctive feature of contemporary China. China has championed world multi-polarity, economic globalization and cultural diversity. To improve our own development, we have drawn on both the wisdom of our own civilization and the strengths of other cultures in the spirit of openness and inclusiveness. In this process, China refuses to stay insensitive to the changing times or blindly follow in others’ steps. We respect the development path and human rights protection model of other countries that are determined by their own free will. We stand for dialogue, exchanges and mutual learning for common progress on the basis of equality and mutual respect.
中共十九大制定了中國未來發(fā)展的總體目標(biāo)。我們將在20xx年全面建成小康社會(huì)、全面消除貧困，2035年基本實(shí)現(xiàn)社會(huì)主義現(xiàn)代化，2050年建成富強(qiáng)民主文明和諧美麗的社會(huì)主義現(xiàn)代化強(qiáng)國。藍(lán)圖已繪就，中國發(fā)展必將實(shí)現(xiàn)新的飛躍，人權(quán)事業(yè)也將掀開新的篇章。
The 19th National Congress of the CPC set the goal for China’s future development. By 20xx, we will have finished the building of a moderately prosperous society in all respects and rooted out poverty. By 2035, we will have basically achieved modernization. By 2050, we will have developed China into a great modem socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful. Under the guidance of this blueprint, China will scale new heights in its development and open a new chapter in its human rights cause.
